The proposal sought to empower the DAO to adjust the fee mechanism in the future. Under the current setup, the Uniswap Foundation's proposed amendment would not have allowed V3FactoryOwner.sol to appoint a new owner for UniswapV3Factory.sol. If endorsed, this would have essentially made V3FactoryOwner.sol unalterable, resulting in a permanent change.
